BARGAINING UPDATE #2

AACV and CVESD met on 12/11/25 to continue re-opener bargaining. Bargaining Chair, Paulina Martinez-Perez, was absent, so Vice President Veronica Delgado assumed the Bargaining Chair role for this session.
As a reminder, per the contract, each party was permitted to reopen two Articles of their choice.
AACV reopened the following Articles:
Article 7, Hours and Academic/Work Year Calendars
Article 9, Appointment, Transfer, and Reassignment
CVESD reopened the following Articles:
Article 5, Organizational Rights/Organizational Security
Article 9, Appointment, Transfer, and Reassignment
Both Parties agreed to reopen Wages and Health Benefits
At bargaining on 12/11, the Parties signed tentative agreements on the following Articles, which are attached:

In Article 7, Hours and Academic/Work Year Calendars, the Parties agreed to a change in Section 3, Partial Day Absence, to change the reporting structure for notification of absences. While this Article is specific to partial-day absence, the District agreed that the reporting structure change applies to all absences. When you are absent for partial day absence, or any other absence, the change is that you notify your Senior Director and the Superintendent’s office ONLY. Also, although it is not part of the contract, you are NOT required to provide a reason for the absence. Additionally, if a unit member is interested in using a partial day (2 hours) absence but needs to be absent for more than 2 hours, they may combine another accrued leave with the 2-hour partial day leave. Example: you need to be absent from work from 10 am to 1 pm to take your parent to a medical procedure in Kearny Mesa – you would charge 2 hours to partial-day absence, and for the additional hour, you could use an appropriate leave (PNL) to cover the extra hour, or you could add your one-hour lunch to cover the time. AACV was unsuccessful in negotiating over 2 hours of partial-day absence. The Parties reached a tentative agreement on Article 7.
In Article 9, Appointment, Transfer and Reassignment, the Parties came to a tentative agreement on adding new language presented by AACV to Section 6.C. The new language, proposed by AACV, puts a notification/transition plan process in place when the Superintendent makes a lateral involuntary administrative transfer. This is a true win for AACV and our members!
The District has not presented a proposal on Article 5, Organizational Rights/Organizational Security.
Both Parties reopened on Wages and Health and Welfare but have not presented proposals.
Bargaining is being scheduled for late January/early February 2026.
