LAPA Report

It was an unprecedented end of the legislative year in Sacramento. Typically, the session would have ended at midnight, but with many more bills to act on the docket, both sides of the legislature voted to suspend that rule until the docket was cleared. They debated the bills until 3 am, recessed for a few hours, and continued the next morning until noon. This year, the legislature introduced approximately 2400 bills. Of those, 800 were approved and sent to the governor. Governor Newsom has until October 12 to determine which he will sign into law and which he will veto. Those he does not act on will automatically become law.  

 

Of the remaining 25 bills our LAPA Committee has been monitoring, 23 bills made it to the Governor’s desk. Most bills had last-minute amendments, which the LAPA Committee reviewed at our meeting on September 15. One of those bills was Assembly Bill 49, which will require Immigration Agents to have a valid warrant before being allowed onto school grounds or viewing documents in the school’s possession. The amendment was to enable the school to confer with the district’s Legal Office to confirm the validity of the warrant before allowing the agents access to the campus. Another bill, AB 1224, will enable substitutes to work up to 60 days in the same assignment, but will provide professional development while in the assignment if they do not have a current and cleared credential. We will send detailed information on this bill and how you can help us pass this critical extension separately.

 

As stated above, our LAPA Committee met on September 15 to discuss our bills and reviewed the amendments made by the state legislature. The LAPA Committee determined which bills we will send a letter to the governor expressing our support for those bills. Our Legislative Status Report has been updated to include only bills on which we have taken an official position and are awaiting the governor’s signature to become law. We will update the report as bills are signed into law or vetoed. As always, we welcome our members’ insights.
