The time is ticking down for Governor Newsom to sign bills into law or veto them. Any bill Governor Newsom has not taken action on will become law at midnight on Saturday, October 13, 2025. As of October 8, 2025, Governor Newsom has signed into law at least 400 bills, vetoed over 50 bills, and still has over 400 bills to determine whether to sign into law or veto them. One of the vetoed bills was a UASC-supported bill, AB 1224, which would have allowed substitute teachers to remain on an assignment for up to 60 days.  

 

To date, there are still eight bills on which UASC has taken a position, awaiting the governor's action. Our Legislative Status Report provides the status of each bill on which UASC has taken a position, and it will be updated as we receive information about the governor’s decision.

 

We have compiled a list of New Education-Related Laws that have been signed into law and take effect on January 1, 2026 (or in some cases, immediately). Each bill includes a brief explanation of its impact on our members and students, along with a hyperlink to access the full text of the new law. As the governor signs new bills into law, we will add them to the page.
