AASU BARGAINING UPDATE #5

On October 15 and November 17, the AASU Bargaining Team met with the SUHSD Bargaining Team for our fifth and sixth bargaining sessions.

Below is the status of the outstanding Articles and all are attached to this email.

TENTATIVE AGREEMENTS:

Unit Member Rights. Tentative Agreement was reached on October 15 formalizing the Right to Representation; a Complaint Procedure; Personnel Files and Unit Member Discipline.

Summer School. Tentative Agreement was reached on October 15. Language regarding selection of sites to host summer school and staffing of the site administrator. Additionally, language was agreed upon regarding compensation for the summer school site administrator.

Salary Rules and Stipends. Tentative Agreement was reached on November 17. AASU bargained a significant increase in the Supervision Stipend for High School Assistant Principals doubling the stipend from $1250 per semester to $2500 per semester! Additionally, AASU bargained that if a high school drops below the current allocation of four AP’s per school, then the Principal of that site would also receive the $2500 per semester stipend for supervision. AASU also bargained an athletic stipend when a site has a team that qualifies for quarterfinal or higher CIF playoffs where the designated administrator will receive additional compensation ($39 for an afternoon assignment and $76 for an evening assignment).  The stipends for aspiring administrator mentorship and the induction program were also memorialized as well as the doctoral stipend and the High School AP of Student Activities stipend. AASU also bargained compensation for an Assistant Principal or Principal who is present on site and supervises Saturday School.  Should a site decide to utilize an administrator for Saturday School supervision, in lieu of a teacher, theassigned administrator will receive $300 per Saturday School assignment.  

Hours of Employment/Calendar – Tentative Agreement was reached on November 17. AASU was successful in bargaining “Partial Day Absence” language which allows a unit member to be off campus for two hours or less without having the time deducted from their leave balances. Additionally, AASU was able to bargain an annual “floating day” for all unit members.

PROPOSALS IN PROGRESS:

Health and Welfare Benefits -- On November 17, AASU presented a proposal for status quo on benefits and ensuring that AASU has a seat on the benefit committee. The District did not counter.

Transfer, Reassignment and Recruitment --   On November 17, the Parties have reached agreement on all areas of the language except for Section 1, Vacancies. AASU feels it is reasonable, when the Superintendent has not made an administrative transfer to fill a vacancy, for HR to notify unit members of a vacancy and to allow unit members to express interest via email, however the District is not in agreement with this Section. AASU owes a counterproposal on this Article.

Leaves – On November 17, the Parties have reached agreement on all areas of the language except for Section 22.20, Principal Professional/Personal Improvement (PPI) Leave. AASU is proposing four days of release time for purposes of professional/personal improvement because of the change in vacation accruals. The District is not in agreement with this Section.

AASU HAS NOT MADE A PROPOSAL YET:

Wages – AASU has not yet made a proposal on Wages.

DurationAASU has not yet made a proposal on Duration (length of contract; re-openers)

Bargaining Unit CompositionAASU has not yet made a proposal on the Article which is simply to list the two job classifications AASU represents (Principal and Assistant Principal)

We are getting closer to having our first Collective Bargaining Agreement. We are hopeful to wrap up bargaining by February at the latest!  Our next bargaining session is December 10 although the District indicated they may need to cancel due to a scheduling conflict. The Parties are also scheduled to meet January14 and February 4.
