Convention Resolutions

WHEREAS the American Federation of School Administrators (AFSA) supports union workers in providing services to our public schools, and

WHEREAS private, not -for-profit and for-profit organizations and corporations have been engaged to direct educational programs, schools and services in public education systems, and

WHEREAS state and local Boards of Education are outsourcing the work of unionized employees,

WHEREAS the American Federation of School Administrators (AFSA) believes that an important role of schools leaders is to provide leadership in preserving the safety and welfare of students entrusted to their care during the school day, and

WHEREAS it is critical for the safety of students and employees that plans for routine safety practices and specific crisis contingency plans be developed and disseminated,

WHEREAS the American Federation of School Administrators (AFSA) strongly supports The right of Principals to organize and negotiate in matters affecting their terms and conditions of employment,

THEREFORE BE IT RESOLVED that the American Federation of School Administrators (AFSA) urge that district officials and Boards of Education formally recognize the representatives selected by Principals in all negotiations dealing with their terms and conditions of employment.

WHEREAS the American Federation of School Administrators (AFSA) believes that job security and the protection of rights are essential for educational leaders to perform their professional responsibilities without undue fear of reprisal and

WHEREAS the American Federation of School Administrators (AFSA) believes that rating and ranking based solely on students test scores should not be the sole criterion for the dismissal, reassignment, or compensation of Principals and

WHEREAS the American Federation of School Administrators (AFSA) believes that the Assistant Principal is essential to achieving the mission of schools and,

WHEREAS administrators and supervisors who may be employed in district, regional and central offices, support schools in achieving their respective missions,

THEREFORE BE IT RESOLVED that the American Federation of School Administrators (AFSA) supports its locals and affiliates in measures to increase the employment of Assistant Principals, educational supervisors and administrators by;

WHEREAS the operating costs of the American Federation of School Administrators (AFSA) have significantly increased,

THEREFORE BE IT RESOLVED that the per capita dues to AFSA be increased by twenty cents effective September 1, 2006 ($7.95), twenty cents effective September 1, 2007 ($8.15) and twenty cents effective September 1, 2008 ($8.35).

WHEREAS, The American Federation of School Administrators (AFSA) acknowledges the unique impact of Hurricane Katrina on the residents, school children and educators in New Orleans, Louisiana and,

WHEREAS, the federal, state and local governments and agencies filed to assist its public school educators and administrators who were affected by this tragedy,

THEREFORE BE IT RESOLVED that the American Federation of School Administrators (AFSA) SHALL suspend the dues requirements of Local 17 for a period of three years or until the local is functioning.

WHEREAS, the American Federatio n of School Administrators (AFSA) believes that all workers are entitled to a living wage and benefits and,

WHEREAS, the Wake Up Wal-Mart campaign is bringing together grassroots community leaders, citizens, workers and union members who recognize Wal-Marts negative impact on workers jobs, wages and health care,

BE IT RESOLVED that AFSA will support the national AFL:-CIO in its efforts to build a global coalition to ensure that Wal-Marts anti-union business model does not become established internationally .

WHEREAS, the American Federation of School Administrators (AFSA) supports innovation in the public school sector and

WHEREAS, Charter and Magnet Schools may have a direct educational and economic impact upon the public schools,

THEREFORE BE IT RESOLVED that the American Federation of School Administrators (AFSA) encourage legislative leaders to democratize the process of chartering schools by allowing meaningful local review of the impact of charter schools on individual districts and,

WHEREAS, the No Child Left Behind Act (NCLB) is the outgrowth of the intention to ensure that groups of students whose needs were/are not being addressed, The American Federation of School Administrators (AFSA) supports its underlying objective and

WHEREAS, the NCLB act is an unfounded mandate that requires annual testing to measure adequate yearly progress (AYP), and

WHEREAS, the federal government has repeatedly refused to grant to the states waivers of full funding in order to comply with the NCLB act, and
